ISV Executive & Committee Members' Profiles
Mr. Doug Gow (Immediate Past President)
Prior to commencing his own business, Doug had a range of project experience, including Road and Freeway Construction in Wodonga and Papua New Guinea, large construction buildings for a Paper Mill in Albury and Australian Animal Heath Laboratories in Geelong.
He also undertook cadastral Surveys in Papua New Guinea, NSW & Victoria following the commencement of Douglas Gow & Associates which ran for 21 years until it was sold to a Downer EDI Consulting company.
During this time Doug also commenced two other succesful businesses Habitat Planning (specialist Town Planning Consultants) & Advanced Dimensional Solutions (specializing in high precision large envelope measurement tasks), he also undertook property developments in his own right.
Doug's recent roles have been in Business Development and now at the Select Group, providing end to end solutions for developers through combined services of Architecture, Planning, Survyeing, Project Management and Urban Design.

Mr. Matthew Heemskerk (Vice President)
Matthew works as a Licensed Surveyor for Victorian Survey Group, a Surveying, Engineering and Town Planning consultancy based in Blackburn.
Matthew completed his Bachelor of Applied Science (Surveying) at RMIT in 2001 and obtained registration as a Licensed Surveyor in 2012.
Matthew specialises in providing land and property advice and survey services with a rural focus.
Matthew is a member of the Institution of Surveyors Victoria and joined the Board in 2013. Away from work, Matt enjoys his family life with his wife and kids. In his spare time Matt can be found working on his house or camping.
Ms. Adele Thomson (Honorary Secretary)
Adele completed her tertiary studies at RMIT University in 2013. As president of the RMIT Student's Association in her final year of study, Adele was introduced to the ISV committee as a student observer.
During her studies she gained work experience at JRL Land Surveyors and Melbourne Water. Since completing her studies, Adele has continued to work at JRL Land Surveyors and is involved in a range of survey projects mainly with a cadastral focus.
Outside of work Adele enjoys spending time down at the surf coast, camping and travelling.
Mr. Glenn Collins (Honorary Treasurer)
Glenn Collins is the Manager– Survey and Draughting, Goulburn-Murray Water, Tatura.
Goulburn-Murray Water manages water storage, delivery and drainage systems, involving 70% of Victoria's stored water. The area of operation covers 68,000 square kilometres between the Great Divide, the River Murray and west down river to Swan Hill and the Loddon River. Goulburn-Murray Water is also Victoria's Constructing Authority for the Murray-Darling Basin Authority. The Survey and Draughting Section is responsible for all cadastral, engineering and surveillance surveys in the operational area.
Glenn has worked for the then SECV and RCA and also has more than 25 years experience in private practice as an employee and director. Prior to accepting the management position at G-MW, Glenn spent a year working at Land Registry Services.
Glenn has been on the ISV Committee for the past 3 years and now lives in Shepparton, married with 3 offspring and several grand children.
Mr. Tom Champion (President)
Tom Champion L.S. is an Associate at Reeds Consulting with 13 years experience in the engineering and land development industries in Victoria and the United kingdom.
Tom has gained a broad range of experience in complex building subdivisions, engineering surveying, public consultation and land development.
Tom obtained registration as a Licensed Surveyor in 2010 and was awarded the Surveyors Registration Board of Victoria Award for 2009-2010.
Tom began his surveying career in the United Kingdom working for the highly regarded firm Plowman Craven and Associates (PCA) in the property and building sectors.
Upon returning to Australia, Tom worked with Connell Wagner (now Aurecon) and was heavily involved in large civil infrastructure projects such as Eastlink, Wimmera Mallee Pipeline Project and numerous RAAF Base Runway upgrades along the east coast of Australia.
In 2003 Tom was a Joint Winner of the John Connell Award for Innovation for his involvement in the Melbourne Airport A380 Runway Widening Project.
In his capacity as an Associate at Reeds Consulting, Tom is responsible for managing the expectations of clients and providing them with professional advice and services on all manner of subdivisions and land surveying matters as well as consulting on issues relating to land ownership, status and development.
Away from work, Tom enjoys his family life with his wife and two lovely daughters. In his spare time Tom can be found windsurfing and surfing the numerous surf breaks around Phillip Island, and the Bass and Surf Coasts.
Mr. Gary White (Executive Officer)
Gary commenced as our Institution's Executive Officer on 25 January 2010.
With extensive administration and finance experience, enhanced by roles at the Commonwealth Bank, The Royal Australasian College of Medical Administrators and Monash University, Gary brings with him a passion for process, policy and member based organisations.
Gary's brief is to provide an overview of policy and procedures to ensure the ongoing success and relevance of the Institution, together with enhanced Member benefits.
Mr. Scott Jukes
Scott Jukes, L.S. is a Licensed Surveyor with Melbourne based Bosco Jonson, a dynamic, successful surveying, urban design and town planning consultancy with a strong record of award winning work and a reputation for being pro-active, progressive and personal.
Scott is part of a team of professionals and industry leaders, respected for quality services and adding value in delivering complex and challenging projects.
Scott has also held senior policy and project management roles in the Victorian State Government. He is noted for work with the Office of Surveyor-General Victoria in reforming surveying policy, professional regulation and legislation.
Scott is a Licensed Surveyor and holds a Graduate Diploma (Survey Practice) QUT and a Bachelors Degree in Applied Science (Land Information) RMIT University. Scott was awarded the profession's coveted J.G.Gillespie Gold Medal Prize in 2003.
Scott joined the ISV Committee in 2006 and brings a corporate focus, experience in affecting innovation and inclusive approach.
Mr. Peter Sullivan (SRBV Representative)
Peter Sullivan is a licensed surveyor in Victoria. An active member of the surveying profession, Peter brings approximately 20 years’ experience as a director of various Victorian surveying firms, and over 30 as a member of the surveying profession in Victoria. During that time, Peter has represented the profession through the ISV on many industry related committees, including committees relating to the updating of legislation concerning the governance and regulation of surveying, and the subdivisional process.
Peter was the president of the ISV in 2004, has previously sat on committee for 13 years in two stints, has been the editor of Traverse since 2005, and is a Fellow of the ISV.
Peter became licensed in 1981 after completing a Bachelor of Applied Science (Surveying) in 1979 at RMIT. He was a registered surveyor in NSW between 1990 and 1994.
Peter has extensive experience in the land development industry in Victoria. Peter has extensive knowledge of the subdivision of land and buildings, law relating to the creation and removal of easements and rights, adverse possession and amendment of titles.
Peter now is responsible for, and leads the Victorian survey group of Cardno, a large multi-national environmental consultancy.
Peter is also a member of ACSV and VEPLA, and is active in other company based development industry bodies.
Ms. Rachael Musgrave-Evans (SRBV Representative)
Rachael has been a licensed surveyor in Victoria since 1992 and was also a licensed surveyor in the Northern Territory.
She has a Bachelor of Applied Science in Surveying with Distinction (RMIT) and a Master of Social Science in Environment and Planning (RMIT).
Rachael is the Managing Director of Musgrave-Evans and Gilbert Consulting Pty Ltd; a Land Surveying and Town Planning consultancy in Central Victoria. She is a member of the Surveyors Registration Board of Victoria, Institution of Surveyors Victoria, the Association of Consulting Surveyors Victoria and the Planning Institute Australia.
Mr. Sam Lovelock
Sam graduated from the University of Melbourne in 2012 with a Masters of Engineering (Geomatics). He was awarded the G.J Thornton-Smith memorial prize and the Surveyors Registration Board of Victoria award in his final year.
Heavily involved with the Melbourne University Geomatics Society (MUGS) from early on Sam was elected President in his final year, while also serving as a student representative on the ISV committee.
After graduating Sam has been employed by Reeds Consulting Pty Ltd as a Graduate Surveyor and is involved with many large complex projects.
While not at work you would find Sam in the pool, ocean or on top of a mountain during winter.
Mr. Michael Allsopp
Michael Allsopp is an Associate Director at Charter Keck Cramer, a leading property consulting firm. Michael graduated from Melbourne University in 2008 and joined Vekta (now AAM Group) working on the Melbourne Convention Centre and South Wharf Developments. Michael moved into the Cadastral team at Vekta and commenced his Professional Training Agreement (PTA), working primarily on building subdivisions for some of Victoria's leading developers.
Michael left Vekta to take up a position with Sinclair Knight Merz (SKM, now Jacobs) to work in their Victorian operations as a Senior Surveyor. Here Michael worked on a variety of large infrastructure projects in Victoria, New South Wales, South Australia and Victoria. These projects allowed Michael to develop his understanding and knowledge around some of the newer, high end technology - particularly Terrestrial Laser Scanning and Mobile Laser Scanning. Michael was also participated in Project Management training and developed his business development and marketing skills by selling the technology to potential clients.
Finally Michael moved to Charter Keck Cramer to take up a position managing the Land Surveying business unit and to finish his Professional Training Agreement. Michael now heads up a team of 12 as is responsible for the management of operations and business development. Working closely with the various business units at Charter Keck Cramer, the Land Surveying group delivers excellent results for all of their clients in the Land Development market.
When not at work Michael enjoys getting out on his mountain bike, embarrassing himself on the golf course or spending time with his wife and his dog Barney.
