ISV Executive & Director Profiles
Mr. Doug Gow (Immediate Past President)
Prior to commencing his own business, Doug had a range of project experience, including Road and Freeway Construction in Wodonga and Papua New Guinea, large construction buildings for a Paper Mill in Albury and Australian Animal Heath Laboratories in Geelong.
He also undertook cadastral Surveys in Papua New Guinea, NSW & Victoria following the commencement of Douglas Gow & Associates which ran for 21 years until it was sold to a Downer EDI Consulting company.
During this time Doug also commenced two other succesful businesses Habitat Planning (specialist Town Planning Consultants) & Advanced Dimensional Solutions (specializing in high precision large envelope measurement tasks), he also undertook property developments in his own right.
Doug's recent roles have been in Business Development and now at the Select Group, providing end to end solutions for developers through combined services of Architecture, Planning, Survyeing, Project Management and Urban Design.

Mrs. Kellie Dean (President Elect)
Kellie is Principal Surveyor at Spiire and has over 15 years' experience in the Victorian property industry. Having been involved in some of Victoria's most iconic property developments, she's gained a unique understanding of surveying related project delivery.
After completing a Bachelor of Geomatic Engineering and Bachelor of Science (Environmental), Kellie began her career in 2001 joining Reeds Consulting. In 2004, she became only the seventh woman in Victoria to receive her surveyor's license and is a strong, vocal advocate for women in the industry.
Kellie joined Spiire in 2016 in a leadership role that includes project management and ultimate responsibility for delivery.
Kellie is passionate about enhancing the profile of the surveying profession, and has been a keen participant and contributor to the ISV and the wider surveying community since her early days in the profession. She has been an advocate for the surveying profession on behalf of the Surveying Task Force and has presented at career events and secondary schools. Kellie has also been a guest lecturer at RMIT and the University of Melbourne.
Kellie enjoys spending time with her family, playing netball, water sports and beach holidays.
Mr. Matthew Heemskerk (Treasurer)
Matthew works as a Licensed Surveyor for Victorian Survey Group, a Surveying, Engineering and Town Planning consultancy based in Blackburn.
Matthew completed his Bachelor of Applied Science (Surveying) at RMIT in 2001 and obtained registration as a Licensed Surveyor in 2012.
Matthew specialises in providing land and property advice and survey services with a rural focus.
Matthew is a member of the Institution of Surveyors Victoria and joined the Board in 2013. Away from work, Matt enjoys his family life with his wife and kids. In his spare time Matt can be found working on his house or camping.
Ms. Adele Thomson (Honorary Secretary)
Adele completed her tertiary studies at RMIT University in 2013. As president of the RMIT Student's Association in her final year of study, Adele was introduced to the ISV committee as a student observer.
During her studies she gained work experience at JRL Land Surveyors and Melbourne Water. Since completing her studies, Adele has continued to work at JRL Land Surveyors and is involved in a range of survey projects mainly with a cadastral focus.
Outside of work Adele enjoys spending time down at the surf coast, camping and travelling.
Mr. Tom Champion (President)
Tom is a Licensed Surveyor with 18 years of experience in the Land Development and Civil Infrastructure sectors. He has gained a broad range of experience in complex building and land subdivisions, engineering surveying and consulting on issues relating to land status and development. His leadership, experience and expertise provide invaluable assistance and service to project stakeholders and the community.
As an Associate Director at Reeds Consulting Pty Ltd, he is responsible for delivering key business objectives, pursuing new opportunities and managing the expectations of its clients. He provides leadership to his survey colleagues to meet those business objectives, deliver project outcomes, and engage in mentoring relationships to enable them to develop professionally.
Being the President of the Institution of Surveyors Victoria (ISV), is an appointment that allows him to influence the betterment of the surveying profession through leadership and championing change. Most importantly it allows him to serve the community by contributing to the continual delivery of improvement and confidence in the property boundary system which underpins Victoria's cadastral based, land administration economy.
Mr. Gary White (Executive Officer)
Gary commenced as our Institution's Executive Officer on 25 January 2010.
With extensive administration and finance experience, enhanced by roles at the Commonwealth Bank, The Royal Australasian College of Medical Administrators and Monash University, Gary brings with him a passion for process, policy and member based organisations.
Gary's brief is to provide an overview of policy and procedures to ensure the ongoing success and relevance of the Institution, together with enhanced Member benefits.
Mr. Russell Douthat
After obtaining his degree from the RMIT, Russell has worked around Victoria obtaining experience in Melbourne, the Western District around Warrnambool, and the states northern border, mallee and irrigation country between Echuca and Swan Hill, before moving to the states North East border area (Wodonga) where he has worked since 2007.
As well as being licensed in Victoria, Russell has experience and Registration in New South Wales, and has been involved with the determination of the State Border in that area.
Russell has never frowned from being on a committee, having been on several; and on weekends over winter can regularly be seen at his local football club helping out. He is a regular commuter to Melbourne where he catches up with family there.
Mr. Peter Sullivan (SRBV Representative)
Peter Sullivan is a licensed surveyor in Victoria. An active member of the surveying profession, Peter brings approximately 20 years’ experience as a director of various Victorian surveying firms, and over 30 as a member of the surveying profession in Victoria. During that time, Peter has represented the profession through the ISV on many industry related committees, including committees relating to the updating of legislation concerning the governance and regulation of surveying, and the subdivisional process.
Peter was the president of the ISV in 2004, has previously sat on committee for 13 years in two stints, has been the editor of Traverse since 2005, and is a Fellow of the ISV.
Peter became licensed in 1981 after completing a Bachelor of Applied Science (Surveying) in 1979 at RMIT. He was a registered surveyor in NSW between 1990 and 1994.
Peter has extensive experience in the land development industry in Victoria. Peter has extensive knowledge of the subdivision of land and buildings, law relating to the creation and removal of easements and rights, adverse possession and amendment of titles.
Peter now is responsible for, and leads the Victorian survey group of Cardno, a large multi-national environmental consultancy.
Peter is also a member of ACSV and VEPLA, and is active in other company based development industry bodies.
Ms. Rachael Musgrave-Evans (SRBV Representative)
Rachael has been a licensed surveyor in Victoria since 1992 and was also a licensed surveyor in the Northern Territory.
She has a Bachelor of Applied Science in Surveying with Distinction (RMIT) and a Master of Social Science in Environment and Planning (RMIT).
Rachael is the Managing Director of Musgrave-Evans and Gilbert Consulting Pty Ltd; a Land Surveying and Town Planning consultancy in Central Victoria. She is a member of the Surveyors Registration Board of Victoria, Institution of Surveyors Victoria, the Association of Consulting Surveyors Victoria and the Planning Institute Australia.
Mr. Andrew Harman
Andrew Harman was educated and obtained his licence as a Surveyor in Tasmania in 1989 before transferring to Victoria where he has worked in private industry for 26 years.
Andrew operated his own small surveying practice for 5 years between 1990 and 95 before joining TGM Group in Ballarat to manage their surveying operations. He became a Director of TGM in 1997 and has been instrumental in the governance and growth of that organisation since that date. Today Andrew is Managing Director of TGM Group, a multidisciplinary firm employing 110 staff in Geelong, Hawthorn and Ballarat.
Andrew has served his profession on the board of Consulting Surveyors Victoria for the past 6 years and will serve as President in 2016/17. Outside his management role his professional interests are focussed on consulting to land developers on project feasibility, active management of project approvals and developing the capacity of young professionals within TGM.
Andrew is married to Jessie and they have three adult children.
Mr. Sam Lovelock
Sam graduated from the University of Melbourne in 2012 with a Masters of Engineering (Geomatics). He was awarded the G.J Thornton-Smith memorial prize and the Surveyors Registration Board of Victoria award in his final year.
Heavily involved with the Melbourne University Geomatics Society (MUGS) from early on Sam was elected President in his final year, while also serving as a student representative on the ISV committee.
After graduating Sam has been employed by Reeds Consulting Pty Ltd as a Graduate Surveyor and is involved with many large complex projects.
While not at work you would find Sam in the pool, ocean or on top of a mountain during winter.
Ben is in his final year of the Bachelor of Applied Science (Surveying) (Honours) at RMIT University. He began his second degree after graduating with a Bachelor of Business from Monash University.
After contributing to the Geospatial Science Student Association (GSSA) at RMIT for a couple of years, Ben was elected to be the head of the spatial students' association in 2018.
Outside of his academic and professional pursuits, you’ll find Ben playing canoe polo, swimming or nurturing his nieces and nephews.
Mark Howley L.S. has a Bachelor of Geomatic Engineering from the University of Melbourne, graduating in 2003. Whilst at university, Mark was heavily involved with the Melbourne University Geomatics Society (MUGS) including stints as both Secretary and President.
Upon graduating, Mark completed a graduate program at Melbourne Water before joining Hellier McFarland in late 2005. He became licensed in 2015. Recently, Mark has moved into the role as Survey Manager at CRA Survey (formerly Chris Runting and Associates).
Within the profession, Mark has a keen interest in surveying history and the PTA process.
Outside of work, Mark enjoys cooking for his family, going to AFL games, and doing his best to avoid gardening.
